PACT Act – Vape & ENDS Shipping Policy
Buitrago Cigars is committed to complying with the Prevent All Cigarette Trafficking (PACT) Act, applicable federal regulations, and state and local requirements governing the online sale and shipment of vaping and Electronic Nicotine Delivery System (ENDS) products.
Federal law expanded the PACT Act to cover Electronic Nicotine Delivery Systems (ENDS), which may include electronic cigarettes, vape devices, vape pens, e-liquids, pods, cartridges, and certain components, parts, and accessories.
Age Verification Required
You must be 21 years of age or older to purchase tobacco or vaping products from Buitrago Cigars.
Orders containing regulated products are subject to age verification. Customers may be required to provide information such as their:
Full legal name
Date of birth
Residential address
Additional information necessary to verify age or identity
Buitrago Cigars reserves the right to request additional verification or cancel an order if age or identity cannot be successfully verified.
Adult Signature May Be Required
Where required, regulated shipments must use an approved delivery method that includes adult signature and proof of age at delivery.
The person accepting the package may be required to present a valid government-issued photo ID demonstrating that they meet the applicable minimum age requirement.
USPS Restrictions on Vape Products
Under federal law and USPS regulations, Electronic Nicotine Delivery Systems (ENDS) are generally prohibited from being mailed through the United States Postal Service, except for certain limited circumstances and authorized exceptions.
Because of these restrictions, USPS shipping options that may be available for other products sold by Buitrago Cigars may not be available for vape or ENDS products.

Shipping Availability Varies by Location
The availability of vape and ENDS products depends on the customer's shipping destination.
Federal PACT Act compliance does not automatically make a shipment legal in every state or locality. Individual jurisdictions may impose additional requirements, including:
Licensing and registration requirements
Excise taxes
Restrictions on online or remote sales
Flavor restrictions
Product-specific restrictions
Age-verification requirements
Delivery and carrier restrictions
For this reason, certain products may be unavailable for purchase or shipment to specific states, cities, counties, territories, or other jurisdictions.
Orders May Be Restricted or Cancelled
Buitrago Cigars reserves the right to restrict, hold, modify, or cancel an order when we determine that we cannot legally or compliantly ship a regulated product to the customer's destination.
An order being successfully submitted through our website does not guarantee that every product can legally be shipped to the destination provided.
If an item cannot be shipped, our customer service team will provide information regarding the available options for the affected order.
Carrier Availability
Vape and ENDS products may only be shipped using carriers and delivery services that permit the shipment and can satisfy applicable legal requirements.
As a result, the shipping method available for a vape order may differ from the shipping methods offered for cigars or other products.
PACT Act Compliance
The PACT Act imposes requirements on sellers of regulated products, including applicable registration, reporting, recordkeeping, age-verification, shipping, tax, and delivery requirements.
Buitrago Cigars reserves the right to change product availability, shipping methods, or destination restrictions as federal, state, local, carrier, or regulatory requirements change.
